1、青島是個美麗的海濱城市，又是2008年北京奧運會唯一伙伴城市，世界囑目的奧帆賽將在這里舉行。借助奧運會的風帆，舉辦與之相適宜的節會，對提升城市文化品位，促進經濟的發展，帶動旅游業的繁榮是難得機遇。李滄區政府從2001年起就著力構思和組織策劃這樣一個節會。經過五年的實踐，從成功地舉辦四屆中國青島賞花會進而創辦青島民俗文化節，走出了一條整合地方特有民俗文化資源，在政府指導下進行市場化運作的辦節會路子。
2、青島市新的區劃之后，為了打造自己的地區文化新形象，各區、市都在打造地域性節會上投入大量的人力和財力，想方設法爭奪戰略制高點。如四方區的糖球會、市北區的蘿卜山會、市南的海洋節……這塊旅游文化蛋糕具有十分誘人的魅力！李滄區的優勢在哪里？是頗具我們研究和探討的問題。從傳統的地理角度看，新區劃以后，李滄區面臨著旅游資源零亂破碎的尷尬局面：它的西邊有海（膠州灣），但早已被工廠、高速公路和居民住宅區所吞噬；東邊有山，卻只是嶗山西部邊緣的一部分，景觀資源比較破碎，可以說只有山海之名而難得山海之利青島春節旅游。因此，只有另辟蹊徑重新組合特有的資源，打造屬于自己的優勢品牌產品。經過充分的調研論證，我們發現李滄區存在著兩大優勢，一是腹地廣闊，二是古遺址和文物較多。
3、從第一個優勢看，區位東部具有后發優勢的土地就大致相當于四方區的面積，而且天然花卉繁多，從明朝以來這里就盛產梨，春天梨花如雪；李村東部有久負盛名的萬畝桃園，前嶗山區曾舉辦過桃花節；十梅庵村民承包荒山后，引進栽培了上萬株梅花，建成了我國北方最大的梅園；戴家北山的紅石壁子發現了數百畝映山紅，這是我市市內少有的野生花卉景觀。另外還有櫻桃花、金銀花、花椒花、野芙蓉等等。這些花卉距離居民區比較近，交通比較方便，適合于廣大市民在清明前后踏青時節自由觀賞，且大部分沒有門票之累。針對這一優勢，我們創辦了“2002年中國青島賞花會”。
4、第二個優勢是，我區散布著一些上迄商周，下至民初的文物建筑，在過去的社會動亂中都遭到不同程度的破壞，這是種地方文化負擔，但只要處理得當就可以化腐朽為神奇，為發展旅游事業錦上添花。

15、四月八日，開幕式在李村文化廣場隆重開幕。這次由中央電視臺《梨園擂臺》欄目參與的開幕式演員陣營有200多人，地方戲曲名家眾多，在青島造成非常大的轟動效用。由我區冠名的節目第一次分上下兩集向全國播出，擴大了我區的知名度。
